The Société des alcools du Québec (SAQ) invites you to submit tenders for REGULAR PRODUCTS - August 2013 analysis period to be sold in its network of outlets. Your tenders filled online, including the non-refundable payment of CA$ 131.15, by credit card, must be submitted by Thursday, May 23rd 2013, 11:59 PM, Montreal local time - Québec (Canada) AT THE LATEST.

 

The SAQ intends to fulfill the following needs aiming the introduction of the selected products in the outlets in P13 2013-2014. The products must be available in our warehouse five (5) weeks before the date foreseen for their introduction. If the product cannot be ordered by the SAQ at the date planned for its introduction in P13 2013-2014, for any reason non ascribable to the SAQ, the SAQ reserves the right to cancel the adjudication

 

NOTE:

-       Please refer to the assortment plans 2013-2014 published online at www.saq-b2b.com for each requirements (including sales target)

 

-       The calculation of the period for the sales volume required for a demand for substitution is from P2 2012-2013 to P01 2013-2014. The applicable procedures for a substitution in this call for tenders are the ones published on April 5th 2012. Refer to Application Procedures.

Definition

 

*Brand: Any distinct name or sign on the label that allows the client to distinguish or identify a product to a specific supplier.

 

Parent company: The expression "parent company" means the company that detains directly or through its subsidiaries, a participation in the Supplier company or exercicing a control on this supplier.

 

Selection criteria

 

SAQ will carry out the final selection aiming to optimize the variety offered to our customers with due regard to the tendencies of its market and the relative importance of the various categories.

Substitution of product

See section 4.6 of the Purchasing and Merchandising Policy and its Application Procedures.

Exchange rates

 

The exchange rates applicable for this call for tenders are the latest published by the SAQ on the www.saq-b2b.com, in effect on May 29, 2013.

To submit a product, you must:

 

- access the web portal you are subscribed

- select the "Call for tenders" tab

- select the current call for tenders

- go to the end of the Call for tenders - description

- click on the "Add an offer" or ''Add an offer from an existing'' button in order to generate Alcoholic Product Submission Form

- fill in the form and submit it on line.

 

NOTE : Any spontaneous tender will be rejected.

 

If you are not member of one of the transactional gateways, you can create an account, without fees, allowing you to submit your product. Please follow these steps:

 

- access the www.saq-b2b.com online gateway

- select the "Subscribe" tab to open an account

- fill in all the required information about your company

- check all required declaration and "Subscribe now"

 

Specific requirements

 

A) Product of certified biological cultures

 

Imported products with the mention ORGANIC or with any other similar mention must comply with the standards of the Canadian Organic Products Regulations.

 

Local products from Québec with the mention ORGANIC or with any other similar mention must comply with the requirements of the Board regarding Québec reserved designations and added-value claims (CARTV).

 

The name of the Certification Body must be registered In the «Additional Information» cell from the «Other» section under the «Notoriety» tab. Proof of certification will be required later on.

The lifetime of the products will be reasonably long in order to perform the marketing of the products in reasonable delays. Estimated product lifetime: at least one (1) year from the pick-up of the orders.

 

B) ''Fairtrade'' certified Alcoholic products:

 

The producer submitting his ''Fairtrade'' products must be in possession of an appropriate license allowing him to market his products under the Fairtrade certification.

 

A ''Fairtrade'' logo must be put on the bottles of product.

The name of the certification body (Transfair or Fairtrade) must be registered In the «Additional Information» cell from the «Other» section under the «Notoriety» tab. Proof of certification will be required later on.

 

C) Environmental Claim

 

The supplier submitting his product with environmental claims will have to meet the standards of the Guide for Industry and Advertisers of the Canadian Standards Association (CSA).

 

If the product is selected, the supplier will have to fill out Environmental claims - Responsibility Charge SAQ form available.

 

Conditions

 

The SAQ reserves the right to not accept any of the received tenders, as well as to cancel this present call for tenders and reject all tenders with no compensation to the submitters and without the SAQ being held liable for any costs or losses incurred by the submitters.

 

The SAQ will consider that any omission, abstention, inaccurate or nonconforming elements with one or other of the provisions of this call for tenders will make unacceptable the tender and subsequently will cancel the offer.

 

No changes will be allowed once the call for tenders is closed.

 

For more precision, the SAQ is not held to accept a tender of a product even if it corresponds to a specific need listed in this call for tenders.

 

The SAQ will not assume any expenditure incurred by the recipient, concerning the preparation and the submission its offer.

 

All the received offers, all the documents and other items received during the treatment of the tender become the exclusive property of the SAQ.

If, at the end of the evaluation of the offers, the product is selected, the supplier must commit to observe the applicable conditions of the Purchasing and Merchandising Policy.

 

Within the framework of this call for tenders, the SAQ reserves the right to retain one or more products among the not selected offers for the regular products in order to fill the needs of the SAQ Dépôt banner. To be considered for this banner, the offer will have to include a discount of at least 15% on the supplier price. This discount will result in the participation in the "scale reduction" offered to the customer.

 

In order to avoid any confusion, please wait for the SAQ's answer and instructions before sending the required labels and samples.

 

Only the French version of this call for tenders is officially considered. If differences arise between the French version (official) and the English translation/version, please note that the French version prevails.
